JMS Engineering was established in 2006.

  Our Owner and Principal is an accomplished Professional Engineer, practicing engineering since 1983.

Project Design Criteria:


One of the key controls is the preparation and submission of a Project Design Criteria to our client. This document is used to communicate to project participants, being our client and JMS personnel, precisely what work is to be done, how the work is to be done, by whom, and when the work should be completed. This document is a living document, accessible to all project team members, and is updated, as required, through the course of any given assignment.

The Project Design Criteria addresses the following topics, among others:

• Commercial references (purchase order number, project number, etc.)

• Purpose, detailed scope summary, and general approach to work

• Schedule of meetings, including kick-off meeting and regularly scheduled conference calls/video conferences

• Project team personnel with specific definition of individual roles and responsibilities

• Communications/project confidentiality requirements

• Quality control requirements

• Scope control

• Activity-based schedule and budgetary constraints, including monitoring

• Codes, standards, training requirements (Project Instruction [PI] references)

• Deliverables



Financial Status Monitoring:


JMS utilizes electronic time sheet software, combined with in-house developed spreadsheets to track all project budgets and schedules. Pending the complexity of each project and quantity of projects for any given client, JMS will provide monthly Invoices with a complete Detailed Activity Report, and meet with the client's designated Director or Project Manager to communicate project technical status and financial status. Summary reports include:

Quality Management:


The JMS Quality Management System applies to Project Management, Engineering, Design, and Consulting Services. JMS is committed to providing the highest quality engineering and consulting services. As part of our quality focus, JMS incorporates a system of quality controls procedures, including the submission of a comprehensive technical proposal with a detailed cost estimate.

Project Management Procedures are incorporated throughout the project duration and completed at Project Closeout. The range and level of detail in our processes vary depending upon the complexity of the work, the methods used, and the skills and training needed by personnel involved in carrying out the activity.

Reinforcement of

Existing Parking Garage Structure

Philadelphia, PA

Short Term Support of Existing Parking Garage Structure:

JMS performs full range of Professional Services for this project:

A short term reinforcement of an existing three-story reinforced concrete parking structure was recommended and installed in 2019.

The Owner observed the deteriorating condition in 2008 and requested the professional services of JMS engineering to provide a comprehensive and detailed structural evaluation and report of the entire structure.

JMS provided a detailed report identifying safety concerns, recommendations of immediate action, and a listing of repairs prioritized by structural integrity and remaining total structure life cycle.

Bi-annual observations and revisions to the original report were prepared. JMS recommended further structural testing in 2017 including concrete slab testing. Thru deck concrete cores were taken in 9 slab locations throughout the structure to determine the extent of the deterioration and overall concrete strength, as original design documents only express the concrete strength through the General Notes. Actual strengths, even at the time of concrete placement, varied significantly.


The cores revealed severe delamination, high chloride content, and significant loss of reinforcement section in select slab locations. JMS recommended short and long term solutions to the Owner.

The long term recommended solution was to completely replace the existing 25' x 22' bay. The cost of complete replacement was estimated to be significantly greater than the reinforcement and repair of the existing bay, in the order of 4 times the cost. As a strong potential to re-purpose this property was evident, the Owner chose a budget efficient short term solution, that is, reinforce the bay with a steel frame structure.


The steel frame was designed to support the live load and balance of dead load after calculating the structural integrity of the existing slab. Live load use of the existing structure was limited during construction.

JMS participated in the bidding process, through the attendance of pre-bid meetings to verbalize the Scope of Work, respond to the bidder's questions, and assist with bid evaluations. 


JMS was requested to provide Construction Phase Services including Special Inspections, progress meetings, technical support, requests for information, final walk-through and punch-list, and a final set of Record Revision Drawings, to reflect field changes. 


Kevin Hart Films in North Philadelphia

The Upside, a film featuring Kevin Hart, was filmed in North Philadelphia. 

Max's Steaks,  located at the intersection of Germantown Avenue and Broad Street was one of the filming locations. 

The filming crew contacted a local building Owner located across the street in the interest of using their roof top for

site lighting during evening hours, in fact, that same evening.

The Owner contacted JMS for recommendations.  JMS performed an expedited review and provided a report

detailing the safety concerns and loading recommendations within a three hour response time.

Incyte Corporation Green Roof

Wilmington, Delaware

Incyte Corporation  awarded the construction of all supporting structural steel to Ernest D. Menold, Inc., a steel fabricator located in Lester, PA. whom subsequently requested JMS to engineer and design the rooftop steel.  The contours of the Green Roof were laid out to be visually pleasing through the use of significant slopes. In an effort to minimize the soil weight, Incyte's architect requested the design of sloped steel retaining walls, constructed of Corten steel to minimize the depth of soils.  JMS  designed the steel to withstand dead, live, wind, snow, saturated soil,  seismic, and thermal load combinations.  JMS holds a General Services Agreement with Menold and maintains a 15 year professional relationship.
